toolbar_konqueror_and_IE7_fix_cleanup

this patch fixes all the issues but the last which is allready fixed.
also moved some css code from yanelServlet into sezerate css files.
tested in Mozilla, IE6, IE7, FF, Konqueror

ps: there are some beauty issues in IE7 if not in standard compliance mode,
Mozilla, IE6.
