We could introduce a new Neutron tag called <annotatable/> or something
the like.
Yulup then would install a listener on that tab. Everytime the user
presses "c" or some other key, and has a non-collapsed text selection,
the editor would open and the user could add the comment and save.
Alternatively, since the comments are basically plain text, we could
provide a dumbed down small editor window, which pops up on top of the
text, and one could enter a comment.
Authentication etc. is handled by our normal means.
